I don't know if Putin ordered it; he could have but there are others with the ability to kill who could do it.
If anyone had an interest in killing him, it would be the Russian Armed Forces. You also have the problem that this isn't a typical assassination attempt; Putin doesn't down a plane.
Putin has downed a plane before. Don't see why he couldn't have done it again.
