Blood dries very dark red or brown on paper. It might look different in person but based on the pic I don’t think it’s blood, just red ink. That said I wouldn’t blame anyone handling it for putting gloves on because whoever sent this is clearly unhinged.

Seems like good news if you are in the Postal Service. If it has blood on it you get to seal it in a bag and not have to deal with it
