Thanks for the information; I just want to clarify a few things:
I don't think that socialism is when universal healthcare, my point was that China does control a significant amount of capital but they also have more they need to control i.e their healthcare industry.
I know that Europe funds all of its social safety nets via imperialism and bleeding the global south dry. I know China is not doing that, and that's why it's taking a seemingly long time for them to offer universal to their citizens. I don't fault them for going about this the honest, peaceful, and quite frankly moral and good way.
You're correct about my misconception, I thought they meant socialist in general when they said they don't consider themselves a modern socialist country.
Then again, I'm not sure why they would use "modern" in that regard considering they're going to be the first country in human history to achieve this form of socialism. There are no standards to by since China is setting the standards for something that most people believed wasn't possible.
No problem, I'm not faulting you! Just trying to correct some misconceptions, I'm a big ML nerd so I spend a lot of free time studying theory, I don't expect everyone to find it interesting like I do.
China says "modern" in a way comparing it to developed, western countries, not to other Socialist countries like Vietnam and Cuba. Many areas of China are still quite poor, even if extreme poverty has been eradicated. They want to be developed everywhere, not just in major cities and the coastline, and that takes more time. It's also a general ideological goal, not a hard-set rule, the Five Year Plans are closer to hard goals than the Centenary goals.
I really appreciate you taking the time to explain this to me, after reading my replies I think I came off as an arrogant, know-it-all.

I believe China's plan is socialism by 2030, or was it 2050? Either way I'm excited to see what they achieve in the next few years/decades.
No worries! Again, China already considers themselves to have been Socialist since 1949, the goal is to be a modern and developed Socialist country by 2049.
