Definitely had that vibe. Reminds me of my grandma's old trailer that had about half a dozen poorly built "additions".

Although from the outside pics I think it's probably cinder block.

I've seen stuff like that before. There's certain things that seem like a good idea at the time, then quickly look horrid with limited maintenance
