That article is all over the place. It buries the lede, and mentions all sorts of irrelevant aspects without actually putting those facts together in any coherent manner. The opening paragraph talks about speed limit changes that motorists should expect.... and then mentions exactly zero of them. Also, the headline is categorically wrong: these are changes within New York City, made possible by a change in state law. I can't actually recommend reading the body of that article; it says so much but tells so little.
If you want an overview of how broad NYC's Vision Zero plan is, see this press release: https://www.nyc.gov/html/dot/html/pr2024/reduce-speed-limits-select-locations.shtml . The only thing that press release doesn't mention is the 15 MPH (25 kph) limit for ebikes.
Though I still find that suspect because: 1) cars don't have speed governors, and 2) it's Eric Adams that's touting that particular policy. But I digress.
