Worldwide there are not many places. It's not even legal in the Netherlands to grow weed (with an exception for personal use).
So it is legal to grow weed in the Netherlands then, not sure why you even mentioned it lol. Sorry your country sucks, if you have some form of representative government, I recommend participating as much as you can.
