I don't understand, what is the actual purpose of this rule?
Cruelty is the point. When you don't outright kill Palestinians (even though they're doing that too), why not just make their life just not worth living?
Well yes. But what is their offical excuse?
Per the article, it "exposes you to danger". Piss poor excuse when everything around them is already danger. Basically finding every which way to encroach of any feasible sliver of livelihood. AKA they want them to suffer and preferably die horribly afterward. Which, uh, fucking sucks.
Ah yes water. Such danger. I will be eaten by shark. At least the shark will have a nice meal. If I stay on the ground I will just get hombed.

you wouldn't fishermen to ruin your artificial famine?
Likely multi purpose.
Stop fishing for food. Stop keeping cool in heat. Stop attempts to import food by sea. Assert control to grind down.
Next, they will shoot them for their own protection.
